Carter asks $1.5 billion for various emergencies

President Carter asked Congress Thursday to approve $1.5 billion in additional federal spending to help deal with recent emergencies, including $385 million for recently arrived refugees, $818 million for damage caused by Mt. St. Helens, and $285 million for tornado and flood damage.
