Soviet troops and aircraft have swept into the province of Kunar, near the Pakistani border in eastern Afghanistan, to try to cut off a major supply and evacuation route of antigovernment Muslim rebels, travelers from Afghanistan said. Reports that American-made arms able to knock out Soviet tanks and helicopters are reaching rebels for the first time have intensified the effort by the estimated 85,000 Soviet troops to seal the border.
