Afghans in Pakistan plan to form government in exile

Nearly 1,000 representatives of Afghan tribes, cities, and provinces opposed to their country's Soviet-backed government have agreed to form a national council as the basis for a government in exile. Diplomats in Pakistan who monitor events in Afghanistan said the decision, made at a meeting in Peshawar, was the first significant political challenge to Afghanistan's leaders since a Moscow-backed government came to power in April, 1978.
