EC legislative chief sees severe straits for Europe

The european Common Market's 1980 growth rate could fall well below the gloomy 2 percent forecast only two months ago, Roy Jenkins, president of the European Community's Commission, said Tuesday. In a speech prepared for delivery to the European Parliament he said the crisis was so bad that "we face no less than the breakup of the established economic and social order on which postwar Europe was built.
