West Bank settlements: 3 factors affecting the pace of Israeli expansion

In addition to the 13,000-plus that require no additional approval, there are nearly 25,000 more units that still require some level of government go-ahead for construction to begin.

Approval for these units is not a given. If all 25,000 units receive approval, the number of new units under way in the West Bank would total more than 37,000.
