4. George W. Bush, former US president, 2006

Bush famously offended Cuban delegates by saying "'the long rule of a cruel dictator is nearing its end," referring to Fidel Castro. He expressed hope for a freer Cuba – requesting free elections and speech and freedom of assembly. The Cuban delegates disagreed with his prescription, and walked out.

Castro resigned in 2008, officially handing over power to his brother, Raúl Castro, after nearly 40 years in power.
