A bipartisan bill known as the JOBS Act, for 'Jumpstart Our Business Startups,' is among the GOP's priorities in Congress. It is targeted at small-business owners, but what would the bill actually do?

3. Are these new proposals?

Not really. The House has already approved three of the six bills. On the remaining three, two have been passed out of their committees with strong support. That leaves the last bill, about community banks, which has the most insider-D.C. sizzle of them all.
