This isn't up to Obama or Congress, but the Federal Reserve may decide that economic conditions warrant a third round of "quantitative easing," an unusual form of monetary policy based on Fed buying of financial assets. Critics worry a so-called QE3 could do more harm than good, but the Fed might try it.
