Amid fears that the economy may be headed into a second recession, both Republicans and Democrats say creating jobs is their top priority. But the two parties are far apart on their approaches. Here are the Democrats' top five priorities.

4. Infrastructure bank

Democrats and the White House have been urging the creation of an infrastructure bank for more than a year to help fund public works projects. The White House sees the bank as critical to directing funds to promote new clean-energy technologies, such as wind turbines, geothermal systems, and next-generation batteries for electric cars.

The House Budget Committee estimates that the proposal would cost some $23 billion.
