For: State law exempts candidates from an 1871 election law that requires all candidates to live in Chicago a full year before taking office if they were away “on business of the United States.” Emanuel says serving as President Obama’s Chief of Staff qualifies him under this provision.

Against: Not so, say his challengers who insist that the law is not open to interpretation and that the provision was previously was reserved for members of the military or congressional aides.
