I'm reading Operation Paperclip: The Secret Intelligence Program that Brought Nazi Scientists to America by Annie Jacobsen. President Truman laid down the rules when the American military moved to exploit Nazi scientists: "No ardent Nazis, no members of the SS, and no alleged war criminals." But they came and became American citizens by virtue of the Cold War that led to the requirement that they be "denied" to the Soviets.
