Citing the state budget impasse, California Gov. Pete Wilson Aug. 10 canceled plans to attend and speak at the Republican National Convention in Texas Aug. 17-21.... The Children's Defense Fund said Aug. 11 that poverty among children spread rampantly during the 1980s from large urban centers to smaller US cities. More than 25 percent of children in cities with populations of 100,000 or more were impoverished in 1989, the group reported.... Dallas's proposed teen curfew was struck down Aug. 10 by a feder al judge. He ruled that the ordinance violates the state and federal constitutions.... In Springfield, Ore., a movement to repeal the town's anti-gay-rights law failed to gather enough signatures to put the issue on the ballot.... In La Crosse, Wis., a hotly debated busing plan designed to balance the number of rich and poor children in schools will be enacted this fall.... Navistar International Corporation Aug. 11 expanded its recall of school buses to 185,000 vehicles - half the nation's fleet. Fuel-syst em modifications are needed to prevent fire hazards. In South Korea hundreds of riot police invaded Seoul's main train station Aug. 11, firing tear gas to quell a student demonstration, witnesses said. The demonstrators were part of a group that earlier staged a rally demanding the release of radical student leaders arrested in a dawn swoop by police Aug. 10.... Separatist Sikh militants in India killed 16 more policeman and their relatives Aug. 10, bringing the two-day toll to 47. They seek vengeance for the death of a guerrilla commander, police said Aug . 11.... Japan's Nikkei fell below 15,000 points Aug. 11 for the first time since 1986, closing at 14,822.56.
