SOUTH AFRICA'S PARTIES LINE UP ON NEW CONSTITUTION

There are striking similarities in the constitutional mods proposed by the ruling National Party (NP), the African National Congress (ANC), and the Democratic Party (DP).Points of agreement: * Multiparty democracy. * Independent judiciary. * Mill of rights. * Two houses of parliament - one linked to regional representation. * Proportional representation as basis of voting system. * Outlawing of race discrimination. Points of difference: * Executive College with rotating chairman as executive. (NP) * Single president who appoints premier. (ANC, DP) * Popularly elected president. (DP) * Proportional representation in Cabinet. (NP, DP) * Minority veto in upper house. (NP) * Property owners have extra vote at local government level. (NP) * Devolution of power to neighborhood councils. (NP)
