BUSH THREATENS TO VETO S&L BAILOUT

President Bush threatened to veto savings and loan bailout legislation unless Congress preserves his key reform requiring S&L owners to invest more of their own capital. ``There should be no mistake. This matter goes to the very heart of my determination to clean up the abuses of the past among the savings and loans, about which every voter is entitled to be outraged,'' the President wrote last week in a letter delivered to House Republican leader Bob Michel of Illinois.
