Lebanon's new peace plan got off to a modest start Monday as government troops strengthened their presence in Beirut in a low-key operation unopposed by rival Christian and Muslim militias.

But in Naqoura, the fifth round of Lebanese-Israeli talks on Israeli withdrawal from south Lebanon hit a snag as each side accused the other of blocking progress.
