Nicaragua won't be at session on peace plan, envoy says

A Nicaraguan diplomat says his nation will not attend a scheduled meeting of foreign ministers in Honduras tomorrow to consider changes in the Contadora peace plan for Central America. Refusing to be identified, the diplomat said Nicaraguan junta coordinator Daniel Ortega Saavadra sent letters Tuesday to all countries involved, proposing a summit conference of heads of state of the five Central American countries and the four Contadora group countries.
