USSR charges US fabrication in report on arms breaches

Moscow said Thursday a White House report alleging arms control violations by the Soviet Union was a fabrication. The report, released in Washington Wednesday , was compiled by a presidential commission and studied Soviet compliance with arms control pacts over the past 25 years.

Tass said the Reagan administration was using the report to ''divert public attention away from its own unseemly record in the observance of arms control accords and justify their further violations.''
