Reagan voices optimism that Soviets will bargain

President Reagan expressed optimism Tuesday that the Soviet Union will return to arms control negotiations as a result of his ''new effort'' to persuade Moscow to bargain realistically. He said at an airport rally here that the United States was now in a better position to negotiate ''with any potential adversary.''

Vice-President George Bush will disclose details of his income tax returns today. He will be in Houston, in Little Rock, Ark., and in Tulsa, Okla., for campaign appearances.
