Dr. Graham, in USSR, says path to peace is knowing God

The Rev. Dr. Billy Graham arrived here Sunday for a 12-day speaking tour and told a Soviet official that ''peace will only come when we know God.'' ''I am an atheist,'' immediately replied Vladimir V. Fitsev, deputy chairman of the Soviet Council on Religious Affairs. But he also told the visiting American Baptist that the problems of the world could still be solved with mutual efforts toward peaceful coexistence.

The Rev. Dr. Graham defended his controversial statement made during a 1982 Soviet trip and said he had been misinterpreted. ''I said then that I found a measure of religious freedom in the Soviet Union, more than the average American has been led to believe. I still hold to that.''
