Off-the-record Reagan gibe at USSR lands on the record

During a sound check before the broadcast of a radio speech Saturday, President Reagan said, ''My fellow Americans, I am pleased to tell you I have signed legislation to outlaw Russia forever. We begin bombing in five minutes.'' The sound test was picked up but not broadcast by two networks, and was evidently intended as a joke.

As yet, the Soviet Union has issued no official reply to the President's comments.
