Daily hour of educational TV for kids sought on networks

Accusing the Federal Communications Commission (FCC) of ''failure of leadership,'' Sen. Frank R. Lautenberg (D) of New Jersey announced Monday that he is introducing legislation requiring commercial TV broadcasters to run one hour of daily programming Monday through Friday ''to enhance the education of children.'' Senator Lautenberg noted congressional and FCC studies have found that the number of TV hours programmed for children dropped from 10.5 a week in 1974 to 4.5 a week in 1983.
