Chadian President snubs truce talks in Ethiopia

A Chad delegation arrived here without President Hissein Habre for talks Monday aimed at ending an 18-year civil war in the former French colony. The delegation was led by Interior Minister Taher Guinassou and includes Education Minister Abba Siddick, informed sources said.

The talks, scheduled to conclude Friday, are being held under the auspices of the Organization of African Unity.

Chad's charge d'affaires in Paris said Habre would not attend because of the high-level welcome the Ethiopian government gave to Goukhouni Woddei, who heads rebels fighting Habre's government.
