Glenn restructures his campaign staff

John Glenn's presidential campaign is going through a major staff shakeup designed to strengthen Senator Glenn in his battle with Walter Mondale for the 1984 Democratic nomination.

The reorganization, announced Wednesday by campaign manager Bill White and endorsed by the Ohio senator, adds some seasoned political professionals to a campaign staff that critics say is lacking in the efficiency and polish of the Mondale operation. Mr. Glenn has been nipping at Mr. Mondale's heels for months in general opinion polls. But he has also seen the former vice-president take a commanding lead in political endorsements, fund-raising, and campaign machinery throughout the key primary-election states.
