Nicaragua sets up 25-mile security zone
Nicaragua decided Saturday to create a 25-mile air-and-sea ''security zone'' in response to escalating attacks by antigovernment rebels. The government warned that stiff penalties would be imposed for violations of the new territorial limits.
The announcement came as rebels staged an attack on a geothermal power plant in western Nicaragua, government officials said. On Friday, rebels attacked a ship unloading at the Caribbean port of Puerto Cabezas, 250 miles northeast of Managua. One worker was killed in the attack.
