The murder of a top civil servant in Corsica marks the beginning of a new phase of separatist violence on the French Mediterranean island, political commentators said. Pierre Massimi was the first government official to be killed on the island, which for years has suffered bomb attacks by separatists. Mr. Massimi was in charge of setting up a new administration when France granted Corsica limited self-rule last year.
