Appeals court declares 'Squeal rule' unlawful

A federal appeals court struck down the Reagan administration's controversial ''squeal rule,'' which would require federally funded clinics to tell parents when their teen-age daughters get birth control aids.

In the highest court ruling so far on the issue, the US Circuit Court of Appeals for the District of Columbia declared the ''regulations are unlawful'' because they ''contravene congressional intent.'' The three-judge panel unanimously upheld a lower court injunction that kept the regulations from going into effect Feb. 25.
