'Master teacher' program gets Reagan's support

President Reagan carried his campaign for excellence in education to Knoxville in a show of support for Tennessee Gov. Lamar Alexander's ''master teacher'' program.

Governor Alexander's plan advocates merit pay for teachers who do good work. The Tennessee legislature, facing strong opposition from the Tennessee Education Association, has blocked the master-teacher plan, but Governor Alexander expects to bring it up again.
