State of emergency declared in Sri Lanka

The Sri Lankan government declared a national emergency after violence during national and local elections. Police said two people were killed and three others injured in separate shooting incidents. There were predawn bomb blasts in the troubled northern district of Jaffna. Emergency laws give the security forces powers of search, arrest, and detention.
