A nuclear strike without all-out European war?

West Germany's new armed forces chief said NATO would not necessarily spark an all-out nuclear war if it fired one nuclear weapon to halt a conventional attack by Warsaw Pact forces. Gen. Wolfgang Altenburg said a nuclear first-strike could hit a target somewhere as a political signal. But he told West German radio a first strike could only be used in response to a Warsaw Pact assault.

Authorities at Pennsylvania's Western Penitentiary reported progress in efforts to free two hostages. A pair of armed inmates, who have held a guard and a civilian since Thursday, have submitted a four-page list of demands. The demands were not revealed by prison officials.
