The American Bar Association decided it will lobby state legislators to pass stronger handgun-control laws, and ask judges to impose maximum sentences for crimes committed with firearms. The group also changed its policy on the insanity defense in criminal cases, recommending tighter legal standards. It opposes a ''guilty but mentally ill'' verdict, however.
