A powerful Mexican secret police branch accused of terrorizing Mexico City citizens was disbanded Jan. 14 in reform measures announced by President Miguel de la Madrid Hurtado. The President also proposed to tighten the nation's libel law. Journalists are waiting to see what practical effect the new law will have, but some worry it may eventually restrain them from exposing the corruption that de la Madrid's ''moral renovation'' is designed to eliminate.
