West Germany's Social Democratic Party (SPD) staged a spectacular comeback in Sunday's state election in Hamburg and seemed headed for an absolute majority, according to early computer estimates. The SPD has held power in Hamburg for the past 25 years, but ruled with a minority government for the last six months.
