US says Canadian maker got unfair subway subsidy

The successful bid by Bombardier Inc., a Canadian company, to sell 825 subway cars to New York City benefited from an unfair Canadian government subsidy, according to a preliminary Commerce Department ruling.

If that finding holds, a penalty duty equal to the amount of the subsidy will be levied on the subway cars.
