Energy Secretary resigns to take up university post

Energy Secretary James Edwards makes a farewell speech to Washington this week, leaving unfulfilled his major goal in joining the Reagan administration - dismantling the Energy Department.

Mr. Edwards will be the second member of President Reagan's Cabinet to resign , joining Secretary of State Alexander M. Haig Jr. Edwards will return home to become president of the Medical University of South Carolina in Charleston Nov. 5.
