The people and politicians of Northern Ireland will have only themselves to blame if they fulfill the pessimistic forecasts about their elections for a provincial assembly this week. Britain is opening the door here to as much self-government as the Northern Irish want, initiated step by step through the new assembly. Public support for good will and legislative resourcefulness can keep sectarian rigidity from slamming that door.
