Israeli-PLO recognition needed, Egyptian says

Egyptian President Hosni Mubarak says Israel and the Palestine Liberation Organization must recognize each other and pave the way for a Palestinian homeland.

Writing Sunday in the Washington Post, Mr. Mubarak said US recognition of ''the right of the Palestinian people to self-determination'' is a primary condition to getting the Camp David negotiations back on track. He said dispersion of the PLO fighters from west Beirut ''will inevitably lead to the radicalization of the Palestinian movement. . . .''

Meanwhile in Jerusalem, Prime Minister Menachem Begin said Israel will soon propose a new plan for an overall Middle East peace, but he ruled out any initiative that would push the nation into concessions beyond those contained in the Camp David accords.
