NBC leads network pack in Emmy nominations

NBC, which ranks third in network ratings, won first place in this year's Emmy nominations.

According to Monitor TV critic Arthur Unger, ''Hill Street Blues,'' with 21 Emmy nominations, tying its record-setting total of last year, and ''Fame, '' with 12 nominations, ranked first and second in total nominations, just announced by the academy. NBC had 90 nominations for the 1981-82 Academy of Television Arts and Sciences Primetime Emmy Awards. CBS received 83 nominations; ABC, 70; PBS, 29; and syndicated programs, 13.
