Haig touching bases in Europe, Mideast

Secretary of State Alexander M. Haig Jr. left Sunday for Brussels, where he will attend a special meeting of NATO foreign ministers. He is then due to fly to the Middle East for talks with the leaders of Israel and Egypt. There he is expected to give a push to lagging Israeli-Egyptian negotiations on Palestinian self-rule and to mend fences with Israeli Prime Minister Menachem Begin.
