Belgian coalition forms on wage-cut program

Leaders of four center-right political parties have agreed to govern Belgium on a program demanding a cut of up to 3 percent in real wages, according to the country's likely new prime minister, Wilfried Martens.

Mr. Martens said the coalition would also seek special powers for 12 months so that it could take urgent measures to revive Belgium's ailing economy.
