So now farmers, too, are caught with their hand in the government till. The Senate Committee on Small Business finds that hundreds of millions of dollars worth of disaster loans were improperly made to drought-stricken farmers between 1977 and 1980. Some farmers overestimated their crop losses, used loans to pay for noncrop expenses, even deposited the loans in savings accounts. Loan defaults are extensive. It all points up again that it is not just the poor who take federal welfare.
