The island of Cyprus, which has seen decades of Greek-Turkish strife, appears to be inching toward peace. Western diplomats say an offer from Turkish Cypriots represents the greatest movement the deadlocked issue has had in seven years. The Turks presented a plan this week trading territory for constitutional guarantees: With 20 percent of the population, they occupy 38 percent of the island. They want guarantees if they reenter the Greek-dominated Cypriot government.
Western Sources say the Turkish cypriots have been motivated by the Turkish government in Ankara which, at US behest, is trying to smooth relations with Greece and thereby stabi lize the eastern Mediterranean.m
