EC members forge plan to rescue steel industry

European Community governments ended months of wrangling by agreeing on a three-point plan to rescue the EC's ailing steel industry. The plan, agreed to after an all-night meeting of EC industry ministers, included a strict timetable for the phasing out of state aids to steel firms, controls on output for the next year, and more aid for redundant steelwor kers.
