Panel says illegal aliens should get citizen offer

A special commission is recommending to Congress and President Reagan that illegal aliens be given a one-time chance to become legal permanent residents of the United States. The action, if approved, could give permanent resident status to as many as 3 million foreign citizens believed living in this country illegally.

The recommendation is made in the final report of the Commission on Immigration and Refugee Policy, which completed a two-year review of US laws, rules, and regulations. The report is expected to be submitted to C ongress and the President Friday.
