The Environmental Protection Agency has proposed strict new rules to control water pollution by the steel, iron, and coal industries. The regulations were expected to cost the steel industry about $1 billion over the next 10 years. The agency said the requirement for steel and iron plants to use the "best available technology" by 1984 could cut toxic wat er pollution from them 90 percent by the mid-1980s.
