Early census figures give 16 seats to South, West

The Census Bureau has completed a preliminary count of the US population, which indicates that nine Northeast and North Central states stand to lose 16 House seats to the South and West. The seat change would give the South and West a majority for the first time in the nation's history. Final figures will be released later this week.
