Former Chad Defense Minister Hissein Habre, leader of the Northern Armed Forces fighting the army of President Goukhouni Woodei, agreed to sign a cease-fire agreement, French sources said. They said Mr. Habre was reported en route to the Togolese capital of Lome to sign the agreement drawn up there on Nov. 28 by President Goukhouni and the governments of Togo, Congo, Guinea, and Benin; and that diplomatic pressure from African leaders, rather than reported military setbacks, prompted him to agree to sign the document he rejected just over two weeks ago.
