President Carter won endorsement for re-election Wednesday from the million-member American Federation of State, County, and Municipal Employees union. AFSCME was the first union in the nation in 1976 to endorse Carter's presidential bid, but became dissatisfied with the administration's economic policies and backed Sen. Edward Kennedy in his losing bid for the Democratic presidential nomination.
