Bolivian Gen. Luis Garcia Meza, who seized power in July in a violent coup, has accused President Carter of promoting a countercoup. It was the latest in a series of attacks on the Carter administration since the US decision not to recognize the military regime. Meanwhile, the interior minister said his office will submit legislation to extend the scope of the death penalty to terrorism, drug trafficking, official fraud, and extremist agitation.
