South Africa shuffles Cabinet in reform move

Prime Minister Pieter Botha gave notice Tuesday night of a major Cabinet shuffle as part of proposed constitutional reforms. Newcomers to the Cabinet from outside Parliament will include the armed forces chief, Gen. Magnus Malan, named to take over the Defense Ministry, which was held by Mr. Botha for 14 years, an official statement said.

Gerrit Viljoen, administrator general in the disputed territory of South-West Africa (Namibia), will become education minister, and the ambassador to Britain, Dawid de Villiers, will become minister of industries, commerce, and tourism.
