Chase Manhattan, the nation's third-largest bank, raised the prime lending rate to 11 1/4 percent Tuesday, from 11 percent. The prime rate reached a record high of 20 percent in April, then fell to as low as 10 3/4 percent over the next three months. The prevailing rate is 11 percent.
